in accordance with

at 24 CFR 55.20
Subpart C Procedures for Making
Determinations on
Floodplain Management, to determine
the potential affect
that its activity in the
floodplain and wetland will have on the
human environment
for three projects.
Community Development Fund Contract 7214261: Water Improvements
- Kleberg County
proposes to install 1
filtration system and
all associated appurtenances at the
water plant at the
NW corner of Cypress and South 3rd
Street, Riviera, Kleberg County. The
project shall include
activities within approximately 1 acre
of the 100-year
floodplain.
Texas Capital Fund
Contract 7214392:
Infrastructure Improvements - Agave Jalisco. Kleberg
County proposes to
acquire utility easements, install approximately 1,400
LF of 8” and 6” sewer main, bore and
casing, 2 manholes,
1 service connection, 1 lift station
and all associated
appurtenances at
US Hwy 77 from
Texas State Highway 285 to Cypress
St and from Cypress
Street from US Hwy
77 to Third Street,
Riviera. Alternate
routes are on US

CR 2290/2295 and
CR 2300/2305. The
project shall include
activities within approximately 3 acres
of the 100-year
floodplain.
Kleberg County
has considered a
reduction in scope,
alternate locations,
and no action to
minimize adverse
impacts and to restore and preserve
natural and beneficial values. This
project shall comply
with state and local
floodplain protection procedures.
Kleberg County has
reevaluated the alternatives

to building in the floodplain
and has determined
that it has no practicable alternative.
Environmental files
are available for
public inspection,
review and copying
upon request during regular business
hours at the County
Courthouse. This
activity will have no
significant impact
on the environment
for the following
reasons: The project involves providing water and sewer
services to existing
residents without
any significant increase to impervious cover. The primary purposes for
this notice include
(1) People who may
be affected by activities in floodplains
and those who have
an interest in the
protection of the
natural environment
should be given
an opportunity to
express their concerns and provide
information about
these areas; (2) An
adequate public notice program can be
an important public
educational tool to
disseminate information about floodplains and facilitate
and enhance Federal efforts to reduce
the risks associated
with the occupancy
and modification of
these special areas;
and (3) As a matter
of fairness, when
the Federal government determines it
will participate in actions taking place in
floodplains, it must
inform those who
may be put at greater or continued risk.
