Businessman ‘no billed’
The Kleberg County Grand jury refused to indict prominent Kingsville businessman Rudy Galvan on a misdemeanor charge of evading arrest-detention following a dispute with a customer that occurred a year ago.
According to District Attorney John Hubert, the grand jury deliberated for an hour and a half and returned a “no bill.”
Galvan, 51, was charged in December 2008, even though police officials initially indicated the dispute was a civil matter, not a criminal matter, and released Galvan.
However, almost a year later a Corpus Christi television station pursued the incident amidst innuendo of special treatment and accusations of a police cover-up.
“The grand jury found no reasonable cause to believe Galvan committed the crime charged,” Hubert said.
The standard is “beyond a reasonable doubt” and the prosecution must prove that the defendant did commit the crime charged and must do so to such an extent that a jury would have no reasonable doubt, and the prosecutor would also need a unanimous verdict, Hubert said.
