Kingsville native appointed Co-Executive Director of MASBA

Joe Munoz Joe Munoz Former Kingsville native Joe Munoz has been appointed as the Co- Executive Director of the Mexican-American School Board Members Association of Texas (MASBA).

Munoz, a 1976 graduate of H.M. King High School is the son of Kingsville natives, Joe and Celia Munoz, now of Midland.

Munoz served as a school board member at Hays Consolidated Independent school district from May of 1999 till May 2010.

He is also a former Kingsville Police officer and has been with the Austin Police Department since 1984 where he currently supervises the Office of Community Liaison (Public Relations Division).

Joe is a graduate of Leadership Austin, Leadership TASB (Texas Association of School Board Master Trustee) and the WestPoint Leadership Academy at the LBJ School of Public Affairs at the University of Texas-Austin.

Joe and his family currently reside west of Kyle in the Texas hill country.

Joe has a vested interest in all-children’s education. Joe has done a very good job of marketing and representing Hays CISD when attending state and national conventions. He has been seen as a rising leader in Texas and the country. He is well versed in his experience in fast growing schools districts”.

Recently, Munoz was the President to MASBA in 2007 and 2008 and vigorously worked with the UIL (University Interscholastic League) for two years to make “Mariachi” a sanctioned event at the high school level.

This past January, MASBA hosted the very first ever Texas State Mariachi High School Championship in San Antonio.

MASBA is a professional statewide organization of elected school board officials dedicated to improving the education of Mexican American/Latino children in Texas’ elementary and secondary schools.

Members are non-partisan and represent a diverse constituency ranging from large urban districts to midsize and small rural school communities.

Membership to the organization is open to all school districts and to all currently elected school board members and Kingsville ISD is currently a member of the organization.
