City, county vote to lower frontage road speeds to 45 mph

Lance Hamm was a man on a mission. 

The Kingsville resident, who lives in the South Creek subdivision south of town, was appalled and concerned when he learned the Texas Department of Transportation planned to turn the frontage roads on the north and south sides of Highway 77 into mini highways with a speed limit of 55 miles per hour while construction on the future I-69 is ongoing.
